NTSA Pilots Smart Driving License Enrollment in Kimilili

Kenya continues to advance its digital transformation agenda with the rollout of Smart Driving License (Smart DL) enrollment services to more regions across the country. Through a joint initiative by Huduma Kenya and the National Transport and Safety Authority (NTSA), residents of Kimilili and the wider Bungoma County can now conveniently enroll for the Smart Driving License at Huduma Centre Kimilili from June 15 to 19, 2026. The move reflects the government’s commitment to bringing essential digital services closer to citizens and reducing the need for long-distance travel to access critical government services.

The Smart Driving License represents a major upgrade from the traditional paper-based license system. The new plastic, chip-enabled card incorporates biometric features, including fingerprint data, significantly enhancing security, reducing fraud, and making licenses more difficult to duplicate or forge. As Kenya continues modernizing public services, the Smart DL initiative is expected to improve the integrity, efficiency, and reliability of driver identification and licensing processes nationwide.

The expansion of enrollment services to Kimilili is particularly significant for residents in Western Kenya who previously had to travel to major urban centers to access Smart DL registration services. By leveraging the Huduma Centre network, the government is streamlining service delivery, reducing costs for citizens, and ensuring more inclusive access to digital government solutions. This aligns with the broader objective of enhancing convenience and improving the overall citizen experience when accessing public services.

The initiative also demonstrates the growing collaboration between government agencies in delivering integrated services. Huduma Kenya and NTSA are working together to simplify the enrollment journey, with applicants beginning their applications through the eCitizen platform before completing biometric capture at the service center. Such coordinated efforts showcase how digital transformation can improve efficiency while strengthening public trust in government services.

As demand for digital identity and transport services continues to grow, the success of the Kimilili enrollment exercise could pave the way for wider nationwide deployment of Smart DL services in smaller towns and rural communities. The initiative highlights Kenya’s ongoing efforts to build a more accessible, secure, and technology-driven public service ecosystem that supports citizens wherever they are located.
