Kenya’s digital government expertise is increasingly finding opportunities beyond its borders, with Webmasters Kenya Ltd, the company behind the country’s eCitizen platform, signing a Memorandum of Understanding (MoU) with Mozambique’s National Employment Institute (INEP) to develop the country’s National Employment Portal.
Under the agreement, Webmasters Kenya will design, implement and maintain the digital platform, connecting job seekers with employers while providing access to employment opportunities, internships, vocational training, self-employment initiatives and entrepreneurship programmes through mobile devices and Employment Centres across Mozambique.
The partnership highlights a growing trend of Kenyan technology companies exporting digital public infrastructure (DPI) expertise to other African countries. While Kenya has long been recognised as a leader in fintech and digital innovation, its experience in developing large-scale government technology platforms is now emerging as another key export.
Solutions such as eCitizen have demonstrated how digital platforms can improve access to public services, streamline government operations and enhance citizen experiences. As more African governments pursue digital transformation, proven homegrown technology providers are increasingly becoming trusted partners for national digital infrastructure projects.
Mozambique’s decision to partner with a Kenyan technology company also reflects a broader shift towards African governments adopting locally developed digital solutions. If this momentum continues, Kenya is well positioned to become a regional exporter of digital government infrastructure, helping build the digital foundations that power public services and economic development across the continent.
